Cards are issued free to all persons who:

  • Live inside the Port Arthur City Limits (proof of residency is required - TX driver's license, utility bill, city directory)

  • Non-residents and own property in Port Arthur (proof of ownership required by current tax receipt in applicant's name)

  • Are non-residents and current student, faculty, or staff member at Lamar State College - Port Arthur (current College ID required).

  • Own or operate a business in Port Arthur (proof of location required with application on business letterhead, one card per business)

  • Non-resident students in the Port Arthur Independent School District (school enrollment will be checked with PAISD before materials may be checked out).


Persons who do not qualify in one of the above groups may apply for a non-resident card, good for one year, with the same privileges as resident registration. Verification of address is required.

Categories are:

  • Individual membership - single library card - $20

  • Family membership - cards for two adults and the children under their care at the same physical address - $30

  • A child's card (under 18 years old and living at home) may get a card for $15 with signature of a parent or guardian who agrees to be responsible for materials checked out.
